My question is how often should you have this update done? Is it annually or on some other timescale. Reason I ask is my car is serviced by an Independent Volvo garage and they, obviously, haven't the ability to check for updates.

The latest cars dont have a lot of changes ,YET !
likewise the older 1999-2006 dont have a lot of changes after the first update ..
2007-2012 seem to have the most updates ...

what is updated on a continuous basis is SRS safety things like timings for the air bags and crash sensors are fine tuned from volvos crash investigations , they may find it beneficial to activate the air bags a millisecond or so earlier or later for example . The latest city safety , laser , camera and radar systems will be updated often as well for the same reasons , also engine managment to make fault codes less or more sensitive in activating for example due to in service problems which may develope .
