Default 04 V70 seat back loose

The passenger seat back in my 04 V70 wagon is weirdly loose. I can rock it from side to side and back and forth while the base remains fixed. Is this normal (the driver's seat is rock solid)? If this is not normal what would be causing such free motion?

The passenger seat back can be folded forward to facilitate long loads being carried. Have you checked that is locked properly. There is a catch underneath at the rear.

Check that it's nothing to do with the WHIPS (whiplash protection system).

I don't know if that would make the feel feel loose, but does the backrests position look normal to the seat base or is there a noticable gap?

Many thanks for these responses. The catches for the seat are definitely secure but the WHIPS thing seems worthy of exploration. I'll look into it.
