This app is called Car Scanner ELM OBD2 for Android or iOS.
Free version works fine, upgrade to full version without ads costs £5 (Car Scanner PRO).

You need to select correct Volvo profile in settings:

OBD/EOBD works in new SPA platform (DPF soot, etc.)

VEA 2014+ works in P3 cars with 4-cyl VEA engines

Platform3 2008+ works in P3 cars with 5-cylinder engines, etc.

Correct Volvo profile is selected when you see the DPF soot in your diesel engine

Question Update

Just heard back from dealer who advised that the underfill was deliberate and based on advice from Volvo.

They started their reply by saying that Volvo are not alone with this problem and that it affects all brands. I find this a bit hard to believe as I have friends driving VW, BMW and Jaguar diesels who do relatively low mileage without this problem. One friend told me that his wife was once prompted to take their golf GTD on a run to clear the DPF but this was a one off and did not dilute the engine oil.

They suggest that the high spec of oil used by dealer servicing is designed to cope with the dilution problem.

I remain sceptical but at least I have something in writing should any problems arise in the future.

Mentioning the other brands is very poor response from Volvo!
So with few words they are telling you, that you have to live with the problem, because they are helpless!?

Jaguar have a big problem with their diesel cars filling the sump with oil, there have been lots of complaints about their cars.
