Default 1.6d turbo issue

Hi guys I have a issue with my turbo not kicking in till around 4k revs I've recently changed dpf as that was blocked and just changed the boost pressure valve hoping that was dodgy. There's no codes on computer and data readings all look good. I have vacumn on turbo which is pulling down the actuator on idle then letting it move when revving up. I'm gona be looking at the turbo vanes knackered? No split boost pipes as they as rock hard when revs at high and stay hard no split vac pipes or blocked pipes. Does anyone have a diagram of layout of the vac pipes and that they are not swapped wrong way round. Or is turbo vanes gona be goosed?

Finally found the issue. The turbo vanes have dropped off which is why there's no boost and why dpf was full as there's no pressure to help it regen.
