Default XC60 foam between wheel arch and body.

Took off the wheel and arch cover to access the windscreen washer hoses, both unsecured so have several holes in them where they have rubbed on the body.
I have noticed a foam under the arch and up to where the grommets etc would pass through into the passenger door, should this be there?,it has started disintegrating as wel.

Oh I thought it was an NVH thing, to stop resonance in panels?
A bit disconcerting if it's degrading though.
