Clearly you either have a problem with the fobs or the batteries.

Try the best quality of battery you can.
The current models all broadcast a signal so that the car knows the key is there and allows the engine to start.

The older models you put the key in a slot in the dash - it didn't even need a battery in it for that feature to work. The battery only was used when you pressed the unlock buttons.

I never changed the batteries in my v70 in 4 years and 92k of driving, that was a key in the dash type. I never replaced the one at all in my V50, again key in the dash. I've replaced the batteries in my v60 in 4 years and 100k of driving 3 times, each lasting about a year.

On my previous car and my wifes car part of the 2 yearly service included a battery change on both keys. I assumed Volvo would do the same?
