Default ECM-4400 EGR VALVE fault

Hello,
My 2003 S60 2.4D 96kw went into limp mode. Barely climbs to 2k rpm while driving and goes to 3k rpm in neutral.
Scanner tool showed ECM-4400 EGR valve fault. There does not seem to be more codes.
The 11-th fuse under the hood doesn't appear to be blown.
What might be the problem?

I will be disassembling the EGR today. Hopefully cleaning it out will help.
