Default Front wheels scraping

Looking for some advice. I have a 2002 s60 diesel which has 18 inc Volvo alloys which was on the car when I bought it.

When ever I go over a spend bump or take a roundabout the front wheels (either side) sounds like they are grinding as if they are hitting the plastic covers above the wheels. This isn't when doing full lock or anything like that.

It appears to be worse with more people in the car.

Are they correct year 2000-2007 18" or Phase 3 with different offset? It could be worn top mounts if its not the steering lock limiters.
