Other than looking to be driving too slow for the road I am not seeing this terrible driving. There is a lot of dad driving on UK roads but that is not it

A bit slow and maybe flattening the curves more than I would but I've seen much worse.

"Over the centre line"?!

He's almost entirely on the other side of the road at times and whilst approaching a blind bend.

It's not defensive driving. Combined with the inconsistent progress and a road speed at times well below what you could reasonably expect, this person is either playing with their phone (or otherwise dangerously distracted) or DUI.

If the car behind had been old bill they'd have been pulled over.

As it is described in Roadcraft "making use of the full width of the road" [to maximise visibility and being visible].

That's not what's going on here tho....
