Put simply, the PE handling is on a different level entirely to the R-Design and R-Design Pro due to the Ohlin's dampers, the strut brace and the lightweight forged wheels. Also the massive Akebono front brakes make a big difference in how the thing stops too.
Yes, a P* optimised car has the same peak HP but it cant go down a road in the same way, that was the point in the Polestar Engineered for me at least.

Going back to the topic though, the Polestar Engineered cars are more that just an R-design with the Polestar optimisation software. When my car was in for its 1st service last year, I got it back and it felt like a completely different car (and not in a good way). Poor gear changes, lacking in mid-range and even down to the a difference in how the electronic diff and traction control worked. I took it back asking if they had installed the wrong software on my car pointing out it was a Polestar Engineered car and it was returned the next day back to its original feeling with the statement on the job card "Polestar Engineered Software installed".
Make of that what you will. Peak figures may well be the same but everything in-between could be the reason the economy & emission figures are different.

I'd be very surprised if the polestar engineered has a different map to r-design + polestar. Be nice if it does though, looking forward to getting mine.

To me, it feels like there is more Supercharger utilisation in the lower and mid range RPM areas with the Polestar Engineered compared to the R-Design + Polestar optimised map as it just feels more eager to get a shift on from any RPM in almost any gear. Top end RPM pull feels pretty much identical so the peak figures are likely identical.
More supercharger use would account for the higher emission and lower fuel economy figures quoted for the Polestar Engineered over the R-Design.

I'd of thought the 0-60 would be much better than listed if this was the case.
