Default v70 2000 w reg, rear seat belts locked up

does any one know how to release the rear seat belt, ive dropped the seats down to load the car up, now i cant lift the seats as the belts have locked in place and wont release

Lift the edge of the seat and open the lower seat belt anchor screw - 16mm iirc. You have probably lost the smaller of the two buttons on the belt. It prevents the belt retracting too far when the seat backs are dropped. Spares are available from a dealer.
Fairly common problem. If the letterbox for the belt at the top of the seat is damaged a new button may not solve the problem and you will need to remember to push something through the hole on the belt every time you drop the seat backs. I have variously used toothpicks and large paperclips.
When you open the belt and raise the seat back , the belt will release and you can screw the lower end back in.
