Default broken steering lock? '96 2.3 lpt estate

Hi all.
we have a 1996 model 2.3 lpt estate 85,000 miles. Since we've had it [about 6months] there's been a slight knock from the steering column only occaisionaly - not every time. All the steering linkage appears to be good and the car steers properly at all times.therefore, I haven't been too concerned.Today, however,I was more aware of the knock which appears in approx. the same place whether turning to the left or right. When I got home I turned the steering wheel full lock both ways with the ignition key removed and it did not lock. I would presume the locking mechanism is either siezed or has been broken some time in the past.
Please could anyone tell me if they have had a similar problem and advice on what to do next would be very wellcome. Is it safe, even?
This is my first post as all my previous questions concerning our Volvo have been answered by reading through this very helpfull site.
Regards,
Dave.
