8/61 brochure introducing the introduction of the B18 shows both the rear door quarter lights and the dash extensions on the doors. 4/62 brochure shows door extensions and no rear quarter lights. 8/62 shows neither dash extensions or rear quarter lights. Knowing Volvo they probably just used the early configuration until they ran out of them but there would have had to be some planning as the dash top has a different dash top ends when the extensions aren't fitted. Not checked but the top door trim might also be different too to better match the dash. Obviously it doesn't have holes for mounting the extensions and would be separately painted. Pity they dropped them as it's a nice styling feature.
