Just a thought, but if the new injectors haven't resolved it:
Does the car have a good thermostat? The Volvo one opens at a higher temp than the one most factors supply, which gives a faster warm up and (marginally) better economy. My 760 Turbo will return better economy than that I'm sure, unless you're doing lots of very short journeys and not allowing the car to warm up between starting and stopping. Even around town I would expect to see around 20 mpg unless you're particularly heavy footed. In adition may be worth checking the brakes aren't binding and checking the fuel mixture.
