errr the voltage stabiliser in that unit is the black 3 legged beastie thats bolted to the metalwork on the left hand side of your picture just above the curved set of pins ,its legs connect to that white block when you apply +12v to the top one and middle one the negative (in the picture) the lower one should read +10v

actually the legs in the testing picture are vague in my book as the clamping bit of metal isnt distinct to say which side is which but in the picture there is a line (groove?) next to the +12v pin

theres a bit of talk about this regulator and the original tca700y not being available ,its replacement (according to the web) has its legs the opposite way round so its mounted flipped over and a washer used to bridge the gap in the mounting tab

all i can suggest is fitting a long wire to both outside legs plugging the cluster back in and read the voltage on either wire one will say +12v the other should read +10v if its working ok using the car body on the negative lead on your meter

Henrick suggested the problem could be a ground problem, what would I have to ground on the cluster?

I am fitting a replacement voltage regulator but would like to make sure the ground is also OK.

All suggestions would be greatfull.
