Many industrial estate dealers will remove the plates for security reasons -- less likely to steal the number plates and commit crimes on another similar car (and shift blame from the criminal to the dealer) if you can't see what the plates are to begin with. Also makes it less likely for parts to be stolen to order, as you can't cross check the number plate with the database to see if it's the exact model you need. Just another deterrent if they have to break in and pop the bonnet and inspect the VIN plate just to find out what it is inside.
