S60 Electrics: - 2002 S60 Fog Lights

Hi
Can any one help to explain why when I take my S60 for an MOT the rear fog light failed (not the bulb or fuse) and when I get it home to check the front fog lights no longer work. the only thing that changed was the rear number plate bulb was replaced by the technician.
I now have a failed MOT S60. Any suggestions would be appreciated.

could be the panel is faulty - I have seen on forums quite a lot it fails.

does the headlight up down wheel still work? maybe swap with a mates volvo if you know someone with the same year to test
