If the system is punctured and has already depleted all of its gas the home owner is perfectly within his rights to do what he likes with the vehicle.
If you care to read again i do say IT MUST BE PRESSURE TESTED FIRST.
and the vacuuming down is prior to re-charging .How else would you remove the air and moisture from the system. What they pressure test with and to what pressure is irrelevant to the OP as he won`t be doing it.
You will also note that at no point do i suggest that he recharge the system himself but to allow the professionals to do it.
You will also note that he has REPLACED the pipe. Any fault in his work should be picked up by the professionals recharging the system. There are plenty of owners who have replaced failed Condensers and then taken the vehicle to be re-gassed.
Your bangin` on about 11 years and licenced professionals refers to a charged system . A depleted system is inert and therefore harmless.
