I'm no slow-coach on the roads when I need to be, but the hypermile technique should get you above the magic 28

Briefly, a car engine is a basic self-powered air pump - it uses no fuel to 'wind itself down'. Take your foot off the pedal and let the car slow down itself, and you won't be using any fuel - only the mechanical drag is slowing the car now.
However, push the clutch in, and the engine needs to keep a little bit of fuel firing in the cylinders to stop it stalling. So don't :P The idea - take your foot off the accelerator well before you approach the obstacle (roundabout, traffic lights, etc), and let the car slow down by itself - only use the brakes when its needed, and avoid coasting. Free mileage! I've attributed this technique as being the main reason my mpg is reasonably high on many of my cars
