it definitely works on dipped. i see it clearly. at least 95% of the time it won't affect oncoming traffic as the beam will always be further away from oncoming traffic than when you're head on with it e.g going round a bend, either left or right. the exception i've found is if you're doing some kind of pulling out/ overtaking manoeuvre which requires a significant turn of the wheel. this can blind traffic in the opposite lane.
