Default Strange Noise turning on Ignition and when running

Hello Ladies and Gents,

So i have a 2009/2010 XC90 which when you turn the ignition on you get this whine. It also carries on when the car is running. Does anyone have an idea what it could be please?

When running does the noise stay constant or change with the engine speed. If later then I assume you are looking down the back of the engine as you think that's where it's coming from. That's where the turbo is........

So it seems to do it when i turn the ignition on only. When i start it up it seems to go away. I turned the car off and ignition on again and it didn't happen so turned off once more and ignition on and it did it again. So i ended up going to look again and from what i can see it seems to be the waste gate arm on the turbo when i hold it it judders then shuts up .

I have put a video below any ideas?

Just having a quite look online of pictures of the turbo. Could it be an electronic actuator?

I don't know much about your age of car. It's a bit newer than mine.
I think you are somewhere near. Vacuum leak in variable vane actuator it dry in side causing it to resonate ....

I took another video yesterday which is below. It seems like the electronic actuator is trying to move but can't.
