Default High Emission - Loose pipe around the engine

Hi Everyone,

My 2015 V40 D2 has failed MOT due to high emission (1.35). I have been advised to use a fuel additive to clean the fuel system and injectors. The car has been serviced at the main dealer around 1.5 months ago.

I've notice today that a pipe in the engine compartment is a bit loose. Also, I've noticed some black composition around the pipe and surrounding areas. Does anybody know what is this pipe for and could it cause high emission if loose?

The car also does "kangarooing/stutters" when cold at low revs, especially driving in a low speed area (20mph at 3rd gear). The problem resolves when the car is warm.
