Probably the cold weather has accentuated the problem but Volvo of all manufacturers should not be caught by that. I may try winding some plumbers PTFE tape on the nuts if there are further losses, or the Vaseline that has already been suggested.
You should get them replaced on Warranty , They either fall off or get stained badly by polish or acidic wheel cleaner.
The latest versions are clipped on positively , but still cheap and nasty tacky things , Volvo learned that these plastic covers were rubbish on the 343 in 1978 when they deleted the very same things and replaced them with proper stainless steel clad nuts . They had very nice chrome plated bolts on the bigger cars up until about 4 years ago . You can still get them if you want to pay for them yourself . They fit all the 5 stud wheels from 2000 to date . The same goes for the nut versions on the smaller cars , stainless clad nuts which were standard from 2005 .

I popped in to dealer today as 7 were missing. They agreed that there is an upgraded cover and went off to get some. Came back and presented me with an invoice for them (about £4.80) I suggested that they should be replaced FOC so they put it in as a warranty claim. Not too impressed that I had to suggest that.
