Default Turbo Noise

So I've been having a bit of turbo noise on my 02 s40 1.9d. I couldn't find any obvious rips or tears in the hoses so I did a bubble test on the exhaust side. Basically this entails spraying water and washing up liquid over any joins where you could be losing boost, on revving the engine the washing up liquid will bubble where the exhaust gasses are escaping. I was able to find this:

Presumably this means the turbo has to come off and I've got to replace the gasket. It also seems like the bubbles are mainly coming from around the metal rod at the top. Does that have a gasket that I can replace? I'd also like to pull the intake manifold off while I'm at it as I'm sure it need a good clean. My question is, what do I need to replace while I'm doing this? I've heard bad things about exhaust nuts and studs so I'm presuming they've got to go. Anyone got a list of bits and an estimated cost?

Any ideas? Also what does that bar and arm that leads from it do?

The bar and arm are the actuator to the wastegate. To put it simply it opens to let off excess boost when peak boost is hit to prevent damage to the engine.

Don't go fiddling with it without learning how it all works as there's a real potential for disaster there
