Regards arc - the problems are that it is more suited to doing runs - car body work needs very short runs well spaced apart and allowed to cool to avoid distortion. Mig is a lot easier for this and generally will produce the best result. Heat is THE big enemy - so the arc is not so suited as it is hard to do lots of very short runs. Also there is the issue of slag - with stitching it is very easy to get slag traps where the slag gets trapped in the weld - this weakens the weld and has potential for trapping moisture. For somebody who has never welded it is easier to learn and produce good results using a Mig welder.
