Default XC70 - What is this ?

Two months ago I acquired a 2004 XC70
in the boot was this item.

The black part screws up and down and there are two straps underneath.

On its molding it says :-
8626139 Norway 7349

What is it used for ?

looks like the clamp for the spare wheel

if so I think you have it upside down, black bit goes into a metal bracket and twist locks in, then white bit screws down into wheel centre hole

the velcro straps may be to hold the jack as well yes

Yep, it's the thing in the wheel well that you can never remember how to fit and what it holds so it ends up floating around with all the biscuit crumbs and general carp that accumulates in there. It's the XC70 equivalent of a belly button, that well.

Thank you for the three answers, I thought it was to attach a cycle
to a rack which I don't have. I am in my 80s and have had too many
cars to remember but all of them used metal fasteners.
I haven't got to the rear of the boot yet as I have to remove the
second piece of floor and this meant putting the tray full of things
in the rain. So I haven't got to the spare wheel yet. I hope there is one !

its also in v70s holds down the spare wheel and stores the jack wheel brace and towing eye. later models have a polysyrene wheel center which dose the same job

Every time I put a spare wheel back in I have that 'which way up does it go' moment and without fail get it wrong on the first try

almost like a USB plug except as everyone knows they have 3 positions.. the right way but doesn't go in, the wrong way, then the right way again but does go in

usb plugs are usualy marked with a kind of 3 wire symbol this goes face up if its visable .but not all are marked
