Were you able to replace the relays yourself?
This thread is older; but, I'm now in the same situation with a 2005 S60.

I do remember a post in the V50 section many years ago from someone doing the same and it listed a compatible relay. Might be worth a search as it might be a similar relay? Not sure if the post is still there. I do struggle with the search facility on this forum!!

Found it !!!!!
Using Google

Might be worth a read.

Default 2005+ Volvo CEM Headlight Relays

Most posts cover the pre-2005 CEM/relays. 2005 and later used the L-shaped CEM with solder-in headlight relays. Has anybody found the current replacement part number and supplier for these?
The Tyco part number is obsolete.
4 posts but, no longer the flat plug-in type.
The relay has single pin connections but the 2 higher amp connections are split into 3 pins and T-shaped as in the pictures.

are you sure the relay is faulty ? check for corrosion on the cem plugs its quite common if you had had any water ingress.

Dry as a bone, no corrosion.
Got a cheap multimeter.
No resistance from relay solder points to CEM pins
No resistance from harness connectors to fuses.
No resistance from fuses to lamp.
