You dont get the uppers, but they arent needed for post 2006 facelift cars.

Do they normally come with the wiring loom or does that need to be ordered separately?

They come with the loom but you need to solder in resistors to eliminate bulb warnings etc.

Plenty of guides on sites like swedespeed.
