of course they are legal - if the car is registereed in Sweden.

Nope, afraid not, I don't think dealer surrounds exist as such, the closest you can get are Volvo cars.com surrounds like the one in the picture below, to be honest, I had forgotten about this until you resurrected the thread! I want some again now!!

They do seem to have them but they won't send them out. I tried this place in Norway but they will not post them sadly
