Default V 70 2008. Windscreen wipers not working.

Hi.
This morning the windscreen wipers on my V70 refused to work. I wanted to check the fuse but I can not locate it. According to the manual it is in the fuse Box in teh engine compartment on the left side. There it should be on the "lower" Level in the fuse Box. I do not find this lower Level. Is there any one that can help me locate this fuse?

Update.
I located the fuse. It was OK!
As I was putting the fuse box together again the wipers started working. But now I could not stop them, even by turning off the car. They kept on going until I disconnected the battery. As I reconnected the battery I waas back to dead wipers. Is there anyone that have a clue?

Update.
This morning as I started the car everything was back to normal again! The wipers are working perfectly. What is going on here? Does anybody have a clue?
