Smile Pre heating plugs on the 2.4 D5

My 54 Plate V70 D5 has 136K miles on it and runs very well indeed, with very good economy, My only issue is cold starting.
The diesel engine has never failed to start, but the cranking time seems far too long, and there is a momentary tell tail puff of blue (unburnt fuel) smoke from the exhaust.
Hitting the heaters 2 or 3 times before cranking aids starting, the heater light only stays on for less than 1/2 second even on a cold day.

Can anyone tell me if the heating time is adjustable, or if the relays are prone to failing or going "High resistance" ?
Also can anyone tell me a quick way to test the heaters in position?
For example the amount of current each one, or the 5 togther should pull when the relay operates ?
I suspect one or more heater plugs may have failed or the relay has a high resistance contact, or the "time on" is too short.

the glow plugs are not used for starting really unless the temp is under 5 C they do pulsate at start up to aid emissions however . Your problem is probably lack of fuel pressure due to one or two injectors leaking away the pressure back to the fuel tank down their leak off pipes ( The thin rubber pipes on top of each injector ) best get these checked ..
