Default Twin SU Carbs prob'

Hi, what is the cylindrical part between the carbs and what purpose? I ask because i've noticed from time to time whilstI've been working with engine running, fuel dripping from it. Definitely not from the breather. Also the small lever with spring which can just be seen coming from the throtle link if you blow up the second pic'?

It's an overflow for the float chambers. Not normally fitted to Euro spec cars. You may have a float set a bit high. They seem much more sensitive to it on modern fuels.
