Unhappy S40 1.6D no boost

Hi,
I own a 2010 1.6d s40 with the dpf deleted. It's developed an issue where it feels like its making no boost at all and the revs usually wont exceed 3.5k rpm and sometimes it wont go over 3k. I've looked at the turbo and checked for play and the turbo looks fine to me with very little play. I can also hear the turbo on acceleration. I've scanned for codes with a basic reader and nothing came up. I've read about the fuel filter and changed that to no avail. I've cleaned the maf sensor and tried running the car with it unplugged and it made no difference. I looked at the actuator arm below the turbo and it seems to be moving like it is supposed to with it collapsing when starting the engine ,it moves slightly with revs and releases all the way when letting go. I unplugged the egr to see if that is causing issues but it made no difference just threw an egr fault code but i cleared it now. I had the intercooler pipe to the manifold split few months ago but that was replaced so I don't think I have any boost leaks. It's blowing out quite a bit of black smoke aswell when revving the car however it doesn't smoke when driven.

Does anyone have any suggestions? I'm running out of ideas.
