Default Buzzing whirling noise from engine bay on unlock

2010 xc60 2.4d fwd drive. So yesterday I pressed the door open button on key and noticed a buzzing whirling noise, coming from the engine bay area. I then got in car, put the key in and again heard the noise (lasts approx 3-5 secs). Car drove normal no warnings lights, then on return journey i noticed lack of power.

Hooked up dice and got codes ecm p023400 turbo A over boost condition

Possible cause jamming guide rails , damaged turbo control motor.

Also code ecm p004c00, turbo boost control B circuit low

Possible cause , open circuit in signal cable, short to ground in signal cable , short to ground in turbo control motor.

I haven’t got any further due to raining at moment, but thinking the noise i hear possibly indicates turbo actuator motor is what the noise i hear is.

Maybe i need a new or my actuator reconditioning, or I have seen that you can buy buy gears for them, if the noise if stripped gears?

Anyone had anything similar before or offer advice on this ?

Engine off, just when you unlock car for 3-5 secs , then again when put key in holder for approx 3-5 secs. Could be doing with engine on too but cant hear it
