FYI: the reason LED lamps are pulsed at around 100Hz (faster than the eye can see) is for 2 reasons: efficiency, and performance.
Efficiency means that the LEDs are turned off for about 50% of the time, and thus save 50% of the power. Performance relates to the fact that a pulsed LED can be made to shine brighter than a continuously lit LED, thus enhancing the light output of the LED. Commercial LEDs for outdoor use are also UV-stabilised so that the LED material can last much longer , and are designed to operate from -40°C to over +40°C, a much higher temperature range than LEDs designed for consumer electronics (indoor use) There are likely more reasons, but the above all add to the cost of LEDs and this is why automative LED lamps are much much more expensive then cheap AliExpress LEDs
