Indeed !
You can still get the correct fan hub from volvo .

When they make that whoosing noise the viscous fan hub is seized and running at full speed all the time which will sap engine power noticably over 3000 rpm and therefore cause higher fuel consumption .
However when working correctly it is quiet except for the first few seconds after start up and is free wheeling most of the time and an electric fan will have no advantage .
