Checking the tax status of a car is fairly simple, google UK car tax checker, 6 clicks, type in the reg and select make, click and it's there on screen. Having said that I've never bothered to check any car before I've driven it.
The current legislation is for failing to display a (?valid?) disc, and I suspect that if the car was displaying a disc that had been revoked you'd still be in trouble (ANPR says the vehicle isn't taxed sir, would you accompany us to the station to discuss it), one might stand a chance with a magistrate if you could plead you had no knowledge that the disc was a dud. If it goes to a simple computer record the opportunity for DVLA to make a clerical error would worry me, I'd be inclined to pay online and print off everything ready for them to have some hope of showing my innocence.

I assume either you are not insured or you know a large an mount of drivers that are not insured otherwise how do you know the police don't take any interest in them?

In most police cars you can not easily see the ANPR cameras and most if not all towns and cities have ANPR cameras posted are the main roads.
