I don’t know for sure, but I think it has something to do with the outside temperature.

For parking climate to work, the temperature must have to be above say 15 degrees (I’m picking that number out of my butt) outside, and greater in the cabin. I’ve just tried to start mine and it failed.

The generic term “Parking Climate” refers to a bunch of sub functions, that together comprise Parking Climate. The manual is typically sparse in its explanation.

Parking Climate - Keep Climate Comfort (Climate comfort when parking):

"It is not possible to start climate comfort retention if there is not enough residual heat in the engine to maintain the passenger compartment climate, or if the outside temperature is above approx. 20°C (68°F)."

Maybe you get the failure message because it is outside these parameters?

Parking Climate - Preconditioning:

I don't have a Aux Heater and if I try to use 'preconditioning' to warm the car I also get a failure message, I can't remember exactly what it says, sorry.

if I try to use preconditioning to cool the cabin on a hot day however, it works fine.

It used to be available as an option. I ordered it on my car (£1,250 iirc) and although expensive it’s possibly the best option I’ve ever specified apart from safety items.

I’ve no idea why Volvo UK discontinued it as an option especially as it’s still fitted as standard on T8s.
