It's probably illegal, but you could, if challenged, say you were only relying on what a bystander thought the number was, and he obviously got it wrong.

You also run the risk of course of antagonising the owner and jeopardising any potential sale.

It does work though - I traced the owner of a van who had smashed our drainpipe at work. Unnecessary as it turned out, because he later came in to confess.
thats brilliant ifo ive been on dvla website and downloaded a form, if you put accident then you have to have police details however theres also a section for finding information if you owned the car so ill give it a try and see what happens!!!
extremely grateful for the inof cheers

It would be lovely if the DVLA would release details just so you could trace a loved car for innocent purposes. May be they will, or may be it depends on luck which person at the DVLA your application goes to, how they are feeling, and how much work to process. Perhaps they ought to introduce an official scheme for allowing contact but without revealing details, for the small fee of course.

But they must know that lots of dubious operators get access illegally through friends in the police or insurance companies or car parking organisations, and they must be aware of the lies people will tell and of course the potential for serious intimidation or fraud.

I'm not really advocating law breaking, just pointing out a possible means if you are really keen and don't mind a little bit of close-winding.

You don't need to "fabricate" a full accident with police involvement. My real working example was a minor scrape on private land. I only pursued it because I was annoyed that someone drove off after cracking an expensive cast iron pipe on a listed building.
