There are very few tests needed realy
1- Is there water lying under the motor after its been run up to op temp y/n

Y- There is an external leak that needs finding

N- Then a sniffer test is required so test is done pass/fail

F- It fails sniffer =head gasket has failed or worse ie blocks fubar which is unlikly so strip send head to be tested and skimed rebiuld or replace engine /motor after what you have already spent id opt for the rebuild.

p- It passed so head gasket is ok and no internal leaks so next test full engine presure test this should then show an external leak how ever as already said this may be minor and very hard to locate

Buy you state its loosing water at an alarming rate from that and what you have changed personaly it has to be a head gasket failure bettween pistons and waterway

the reason being

1 loosing at alarming rate -= if it was any other head failure water would be getting in to oil filling sump and escaping at any available point dipstick etc as a nasty goo, plus engine would have stopped running wouldnt turn over even due to the sump being full

2 By the failure being between water and cylinder it is expelled as steam some will stay in which ever cylinder it is and may cause a slight miss on start up ,but an engine will run like this for a considerable time as long as there is some water there
This usually happens between cylinders 2-3 and 3-4
