Hi Bud , It looks like no one is answering your plight, Try "BRICKBOARD FORUM " It's an American SITE and it's FREE, your S40 is better served in the USA.

The fuel pump relay should be the one I circled, marked ENGINE or ENGINE SYSTEM in the map. If the fuel pump primes you can check by removing it, it should stop priming.

Unhappy 99 S40 Fuel pump relay

Ok we have a 99 S40 which wont start. Has spark and injectors are firing. Am told the fuel pump should come on for a few seconds when the ignition is turned on but it is not. All fuses ok so suspect the fuel pump relay but cannot find it.
It is not under the bonnet in the main fuse panel that has a few other relays in it and not under the dash near the steering column that has 4 relays. There are 2 other relays above and to the right of the internal fuse box but they are certainly not placed to give easy access so don't want to pull them out unless totally necessary.

Does any one have any idea where they have hidden the fuel pump relay in this model?

As mentioned, I'm getting terrible MPG, so dont think it'll pass the MOT at this rate :-(

Do you have a Haynes or owners handbook ??

The fuel pump fuse and/or relay will be in the engine bay box and the headlight adjusters need to work for the MOT.
As you might have a phase 1, check the wiring has not chaffed against the bottom of the radiator, as that can cause a lot of issues, but not fuel pump faults.

Make sure to change the fuel filter if there are no records of when it was done, as that can wear out the fuel feed pump, as can a dirty pump intake screen.

Never put too big a fuse in for a fuel pump, due to a potential fire risk if the pump has a short etc.
