Maybe the second S60 is fitted with a more powerful (that standard) pas pump? That would explain the lightness. I believe the normal steering has a heavy'ish-easy to turn feeling. A bent lower ball joint (cheap replacement ball joints can easily bent) can also cause a vague - disconnected - steering feeling.

My S60 2.5T has the same issue, steering pulses going round sweeping bends such as big roundabouts and its really pronounced. I cant see any play in the wishbone bushes or any of the ball joints. The steering gets heavy at low revs/speed which I'm pretty sure is the pump which I've found is the newer type (after buying the old one first off Ebay).

Have you had any joy fixing it yet?

Heavy at idle and pulsing sounds like low fluid. Pump gulping air instead of pas fluid. Goes foamy if you look soon after pulse event.

The hose on base of reservior often seeps u will see the fluid trail if so.

Make sure real volvo fluid - buy it from volvo

Fill so its between the HOT and COLD markers on the dip stick on reverse of the cap..

Not experienced pulsing on my XC, but my steering was heavy and whining on slow manouvres,,,, just this minute checked all power steering hoses for tightness and low and behold, rubber hose at pump was loose..... tightened it up and all is like new again, buttery smooth and no pump whine.
One happy bunny..
