I've had the same behaviour in my car. The symptoms were a fairly long traffic jam, and I decided to turn off the A/C and have the windows down.

With the A/C on the radiator fan always runs slowly to ensure cool air over the condenser. With it off, the radiator fan will only run when necessary.

My guess is that during the long queue, the temperatures under the bonnet are fairly high, and the decision logic taken is to not run the fan just yet, because the road speed might yet pick up and provide that cooling for free (of course if the temp keeps rising then it could run the fan). Turning the engine off of course guarantees it needs to cool down, so you see this behaviour where as soon as you turn off the engine its fan switches off.

This is perhaps less likely to occur when you have the A/C on: the radiator fan is always running (albeit slowly), providing more cooling than it would otherwise have had, thus when you shut the engine off it's less likely that the temperatures under the bonnet are high enough to warrant fan run-on.
