The guage dropping to the lowest level would worry me than what the fan is doing (as long as the fan cuts in when engine is hot - assume this is OK).
I would flush the cooling system with fresh anitfreeze/distilled water (50% each)-making sure that no air is trapped in the system once you have done it.

What he says ^^

Say you had a dodgy wire then you would have no signal to the gauge - but once warmed up you get a signal - gauge shows as normal. I can understand that scenario.

But going to normal and then dropping once the fan kicked in? Sounds like the thermostat or sender may be playing tricks. Or the maybe a block or air trap in the system (so above flush would cure it)..
