This was what was wrong with my sensors when I bought the car, so I wouldn't panic just yet (the lack of a beep when it powers on suggests the sensors are switched off rather than the sounders broken). On my S60 there is a small orange rocker switch middle of the rear edge on the underside of the "parcel shelf" behind the rear seats.

when looking for a picture I once placed on the Dutch forum I came across a topic regarding the same problem

topic starter found out that 2 out of the 4 sensors didn't function
after replacing those 2 all was in perfect working order again

edit : a Volvo mechanic active on that forum also suggested to check the connectors on those sensors for water residue

The on/off switch for mine is right hand side in boot just below parcel shelf.
The switch is there so as if you are towing a trailer and reversing the system can't get confused!
