Here is chesters6 thread from 2007 about refurbing a wiper motor.

Sorry to mention this again but i can get away with it at my age..Make sure the earthing washer on the right hand side mounting point is clean and making a good contact..This was the reason my motor was running slow if at all..hj.

As honestjoe says, check the earth. That was what was wrong with mine.. run a temporary earth cable to make sure

Ours has stopped working - it went really slow, only functioning at one speed position, or didn't go at all. It also made a horrible noise. We took it off and cleaned the inside today, and reattached both magnets, which had dropped off. Still didn't work when reattached (well, it did for a few moments, then stopped).
So maybe an earth problem? If so, where do we attach the earth on the motor (pic of ours attached)? There seems to be none at the moment, tho we see on replacement ones there's clearly an earth attached, but those ones are a different design. Really appreciate any thoughts.
