Default Body work warranty

I washed my 2019 69 v90cc today. I noticed some rust on rear passenger panel next to bumper. No sign of stone chip, dent or damage. Only time to my knowledge the bumper was off was to fit towbar in 2020 October. I purchased the car Volvo owned prior to me in oct 2020 at 14monygs old .
Would this be covered by warranty or extended warrenty?

it looks like the bumper may possibly be a bit too close to the panel which could lightly rub the paint off as the bumper flexes and moves slightly.....I think it's going to be a difficult one to prove as they are bound to say the bumper has been re-fitted incorrectly by the tow-bar installers
Had a similar problem years ago on an early V70 where I had fitted a bumper protector that caused a similar looking problem that you have .... no one would take the blame and I ended up having to get the tailgate re-sprayed at my expense as the clear plastic protector was "not Volvo approved"

Thanks . Volvo dealer fitted the Towbar when i purchased the car in October 2020. I will pop in this week and see what they say.

That looks very much like a poor paint repair where ever it was done... someone has just painted it with poor preparation. Normaly there are multiple different layers of primer etc .

So today went to dealer I purchased car from. They don’t do body work but made me an appointment to go and see Volvo Approved Body Shop who will inspect and decided what needs doing, cause and if it’s a warrenty problem. They did say it’s galvanised panels and rare, and suggested it might have been from bumper refit after towbar.

Interesting because I have taken out the bumper of my V60 several times and I would think it is very hard to make such damage. Bumper clips are soft plastic and they click very easily in place.

I had rust on a "galvanised" BMW and Peugeot in the past in places where it was imposible to justify with stone chip or incorrect fitting.

Been to approved Bodyshop. Warranty application and photos submitted. Paint measurements taken. No sign of any previous bodywork been carried out. No sign of any bodywork damage. So see what happens next.
