Apart from putting it in a vice and trying to push the lug in, it’s not going in.

No idea now I'm afraid.

When mine went, I removed the assembly BUT prior to this did not prise the plate off or spray oil or indeed interfere with the assembly at all.

I simply removed the assembly, pushed the lock lug in ( easily ) and then drilled the hole as per video. My situation was exactly as per the guy in the video that I posted.

I can only assume that something has now moved internally and jamming everything up.

I would just like to say thank you to everyone here, no definitive answers, but and it's a Big BUT, enough things were posted to get me across the finish line.
My xc which has sat immovable down the street for a couple of weeks is now outside the house.
There is a little blind cap in the barrel housing, with that removed and the inner pin withdrawn I could get the steering lock to go up, then the car really Donald Ducked me, drill bit snapped in the housing, dentists pick sorted that, redrilled, cotter pinned, scramble to find two bolts, assemble, start, drive...😁😁😁😁😁😁😁😁
