Unhappy Turbo looses power after standing still for a while

Hi guys. I have 2004 Volvo S40 , 2.0 diesel. And it developed this little problem.

When i start my car, and drive, it all works fine. But once i have to stop and wait a little bit, for example on red lights, it looses power, turbo will not work. I can repeat this many times, only thing that helps is to restart the engine. And when i stop again, it happens again.

Initially it happened rarely, but now its regular thing, every single time.

I tried to check the turbo pipes, make them tight but it didnt help. My mechanic suggested maybe intercooler needs replacement, it seems a bit damaged by little rocks from road, normal stuff.

Do you have some experience about this?

I'd suggest checking out the vacuum pipes and then trying to switch out the TCVs for known working ones. It should be quite easy to fix when it's so reproducible.

i asked a guy to chuck it on computer, i got error 2683. After some googling i found this:
