It may be a mathematical convention to round up when the next digit is 5 or more but in other instances one wouldn't expect it, if you went to a shop to buy two pounds of apples and they said 'well it's 1.6 pounds but we'll charge for 2' you'd soon protest. I expect the speed camera rounding is down to the previous full mile per hour so 35 mph on the camera is between 35 and 35.9 in order to stop any legal wrangling over the rounded 0.1 of an mph.
